This two-week event offers an opportunity to enter into discussion with persons of high standing. In a unique atmosphere, speakers from a wide variety of disciplines will discuss urgent issues of democracy, public administration and rule of law with the participants. An extensive social programme offers opportunities to continue debates outside the seminar rooms.
During Summer School 2012 lecturers of HWR Berlin, experts in Public Administration and Law will emphasize on the core issues and fundamental principles of democratic rule of law in public administration. Besides there will be a workshop on the role of administrative jurisdiction in a democratic state, organised in co-operation with the Higher Administrative Court in Berlin. Furthermore the students will have the possibility to discuss urgent issues of interest in the German Bundesrat, in various boroughs of Public Administration, and in one of the sections of the Berlin Police. Additionally excursions to the Federal Parliament of Germany and to a citizen centre of a Berlin district will take place.
To enable young people to share in the experience and to take part in the Summer School, the Institute for Co-operation with Central and Eastern European Countries in Public Reform (IMO) of HWR Berlin makes scholarships available for master students covering accommodation and travel costs. The Summer School is financed by the DAAD (German Academic Exchange Service) and Auswärtiges Amt (Federal Foreign Office) under the programme “Support to democracy in the Ukraine”.

Applicants, if selected, will individually be informed by the end of March 2012.
Germany is member of the Schengen Agreement, that means a valid passport and a visa are required. An invitation letter from HWR Berlin will be sent to your home institution, but the German Consulate is responsible for the authorization of the visa; therefore please make sure to submit the application documents in due time.
Travel Costs: The flight tickets have to be organised by the participants themselves; the costs will be refunded during Summer School on presentation of receipts and boarding cards. For the selected students attendance at the Summer School is obligatory, and withdrawal from participation implies financial responsibility for expenses made on behalf of the participant.
Each participant will be awarded a certificate from the Institute for Co-operation with Central and Eastern European Countries in Public Reform (IMO).
