Project Description

The 5th Summer School on Law and Public Administration is held from 29 June to 12 July 2014 at the Campus Lichtenberg of the Berlin School of Economics and Law (HWR Berlin).

The 25 Summer School’s participants include students of Master programmes of the National Academy of Public Administration - the President of Ukraine (NAPA) in Kiev, the Dnipropetrovsk Regional Institute of Public Administration, the Ivan Franko Lviv National University in Lviv, the Kharkiv Regional Institute of Public Administration, the Lviv Regional Institute of Public Administration, the Odessa Regional Institute of Public Administration, the Classic Private University in Zaporizhja and the Taras Shevchenko National University in Kiev.

To enable young people to share in the experience and to take part in the Summer School, the Institute for Co-operation with Central and Eastern European Countries in Public Reform (IMO) of HWR Berlin makes scholarships available for master students covering accommodation and travel costs. The Summer School is financed by the DAAD (German Academic Exchange Service) and Auswärtiges Amt (Federal Foreign Office) under the programme “Support to democracy in the Ukraine”.

In close reference to this programme and in accordance with the DAAD Support Guidelines, the Summer School is centered on legal and administrative topics. The programme focuses on the core issues and fundamental principles of democratic rule of law. This is complemented by inputs on the state structure as well as the political and social system of the Federal Republic of Germany. Providing ample space for discussion, the lectures given in English by HWR professors are not only to impart specific knowledge, but also to demonstrate the efficiency of state-of-the-art teaching methods in terms of developing both the students' ability to accept critique and their discursive behaviour, which is facilitated by the Ukrainian students' good command of English.
