Belarus needs fundamental reforms to prepare the ground for sustainable economic development. A "new deal" for economic and social change cannot be achieved without the active participation of trade unions. So unions need to take a hard look at their role in the future transformation process. That is the first step towards a real social dialogue, requiring strong, representative and independent social players. This study of Belarusian economy should help trade unions to formulate solid arguments for such a dialogue.
