Project Description

The 3rd Summer School on Law and Public Administration is held from 3 to 15 July, 2011 at the Campus Lichtenberg of the Berlin School of Economics and Law (HWR Berlin).

The 20 Summer School participants include students of Master programmes of the National Academy of Public Administration - the President of Ukraine (NAPA) in Kiev, the Dnipropetrovsk Regional Institute of Public Administration, the Ivan Franko Lviv National University in Lviv, the Kharkiv Regional Institute of Public Administration, and the Taras Shevchenko National University in Kiev.

In close reference to this programme and in accordance with the DAAD Support Guidelines, the Summer School is centred on legal and administrative topics. The programme focuses on the core issues and fundamental principles of democratic rule of law. This is complemented by inputs on the state structure as well as the political and social system of the Federal Republic of Germany. Providing ample space for discussion, the lectures given in English by HWR professors are not only to impart specific knowledge, but also to demonstrate the efficiency of state-of-the-art teaching methods in terms of developing both the students' ability to accept critique and their discursive behaviour, which is facilitated by the Ukrainian students' good command of English. In addition, the programme incorporates a two-day workshop on “Local Self-Government and IT-based Citizens’ Service” as well as a one-day-workshop on “Intercultural Berlin”, including a visit to a mosque.
Apart from the lectures, the students are given the opportunity to see how theory works in practice. Discussions are arranged at the German Bundesrat, in various boroughs, and in one of the sections of the Berlin Police.

The Summer School Programme is rounded off by various cultural and social events, including a city sightseeing tour, a boat trip, visits to museums, and a trip to the Berlin-Hohenschönhausen Memorial (former Stasi jail).
