Degree programme
The German Police University (DHPol) in Münster offers an accredited two-year Master's programme in ‘Public Administration - Police Management’ for police officers throughout Germany. Students acquire the essential knowledge and skills required to meet the current needs of the profession and a solid foundation for future leadership roles.
Professional field
The following skills should be acquired through the training/study programme
- Management of larger police stations and units
- Management of police operations in command centers
- Performing special tasks in central federal and state authorities and in supreme federal and state authorities
- Participation in the training and further training of police officers
The M.A. in ‘Public Administration - Police Management’ qualifies graduates for promotion to the senior police service.
Degree structure
With the exception of the one-month introductory phase, the first year of the Master's programme is conducted decentralised by the federal states and the federal government. In cooperation between the federal states of Berlin and Brandenburg, the Bundeskriminalamt (BKA) and the German Bundestag Police, the first year of study takes place jointly at HWR Berlin. A select group of lecturers from both federal states teach the first ten modules. The second year of study takes place at DHPol in Münster.
The following modules are on the curriculum for the first year of study at HWR Berlin:
Module 1: Police in administration, politics and society
Module 2: Special aspects of constitutional and intervention law, including influences from European law and legal methodology
Module 3: Fundamentals of operations management
Module 4: Leadership of employees; public service law
Module 5: Organisational design
Module 6: Criminal sciences
Module 7: Road safety work by state police forces or the federal government
Module 8: Police information gathering
Module 9: Phenomenon-based police operations management I
Module 10: European police cooperation and national and international police cooperation
In accordance with Section 29 of the German Police University Act (DHPolG), students are selected by the federal and state governments in consultation with the German Police University.
Only police officers in the higher and higher ranks or candidates for the higher police service who:
- are not older than 40 years,
- have a higher education entrance qualification or an equivalent recognized level of education and
- a) have completed their studies at a university of applied sciences for the civil service or a comparable institution, have passed the career examination for the higher police enforcement service and have service experience after completing their studies at a university of applied sciences, have proven themselves in the service and have been admitted to the course in selection procedures of the federal states and the federal government according to the principle of best selection or
b) have a degree from an academic university and have been admitted to the course in a selection procedure of the federal states and the federal government according to the principle of best selection.
- have passed the second state examination in law or, following the university examination, the state examination for the higher general administrative service. They will be prepared at the university for the tasks of the higher police enforcement service in a further training program. § Section 29 (3) DHPolG applies accordingly.
By way of exception, admissions up to the age of 45 are permitted if an admission in compliance with the maximum age limit was not possible for a reason for which the civil servant is not responsible or if the federal and state career regulations permit this.
Direct admission to the Master's programme via enrolment at DHPol or HWR Berlin is not possible. In accordance with Section 29 of the German Police University Act (DHPolG), students are selected by the federal and state governments in consultation with the German Police University.
The programme bears the seal of the Accreditation Council.
