How to apply with a German Bachelor’s degree
Please apply online through the HWR Berlin application platform (S.A.M.) and read the application information below carefully.
- successful completion of a first professionally qualifying university degree with at least 180 ECTS credit pointsor proof of a minimum duration of study of three years for the first professionally qualifying university degree
- proof of English language skills at level C1 or higher (at least advanced B2 level) according to the Common European Framework of Reference for Languages (CEFR) (please see a list of accepted scores and tests below)
Since the number of applications greatly exceeds the number of available study places, a selection process will be carried out.
Selection according to the Admission and Enrolment Regulations is based on
- the level of qualification demonstrated in the first professional university degree (average grade)
- the weighting of previous courses of study (subject-specific motivation and aptitude)
Previous courses of study with clear security-related content (e.g., international relations, security management, law, or one of the social sciences (political science, sociology, psychology, etc.) are particularly suitable. Applications with previous courses of study such as business administration, accounting, computer science, or engineering are generally unsuitable. Usually, these applications can only be considered if the applicant has relevant professional experience, the previous course of study has a clear security-related content, and the applicant has a very good degree. - additional subject-specific qualifications (study-relevant prior education, security-related professional activities, or professional activities with an international focus on social sciences or law) acquired outside of university studies
80% of study places are allocated based on the results of the above selection process and 20% based on waiting time.
We accept English certificates of up to two years old. The required minimum score (level C1 or higher, at least advanced B2 level in all four categories of any test) of the accepted certificates are listed below:
- TOEFL iBT – 87 points
- IELTS – minimum score of 6.5 in ALL four categories
- TOEIC 4 Skills – 1,233 points
- PTE Academic – 70 points
- Cambridge English Scale – 173 points
- Oxford Test of English – 130 points
- UNIcert – UNIcert II (UNIcert III recommended)
Exceptions to the requirement to submit a language test are not possible (in particular, previous English-language studies or stays abroad are not recognized, nor is English as the language of instruction in previous courses of study). Even the fact that English is one of several official languages in your home country cannot replace the test.
Please note! We do not accept A-level or school leaving certificates, DAAD language certificates or a Medium of Instruction (MoI) certificate as valid proof of English proficiency. This also applies to Duolingo tests and similar assessments.
Your language certificate will be checked after your application has been received, not before. Please refrain from making any inquiries in this regard.
To complete your application, please submit the following documents:
- Proof of successful completion of the first professional university degree, including the overall grade average e.g. bachelor's degree certificate and diploma (as certified copies in English - if the certificate and diploma are in another language, an officially certified English translation must be submitted)
or (if this did not lead to a degree)
Proof of a minimum duration of study of three years for the first professionally qualifying university degree, based on an assessment according to the European Credit Transfer System (ECTS)
and
if applicable) evidence of other degrees already obtained
- Proof of the number of ECTS credit points earned for the first professional university degree (total and per module, if ECTS credits were awarded in the corresponding degree program)
- Proof of security-related modules completed in previous courses of study based on course descriptions
- Proof of English language proficiency
(level C1 or higher (at least at advanced B2 level), certificate was issued within the last two years)
- Letter of motivation in English (no more than one page in A4 format), clearly stating your motivation for applying for the M.A. International Security Management
- Meaningful, clear, and up-to-date Curriculum Vitae in English
- University entrance qualification / school-leaving certificate e.g. high school diploma, matura, international baccalaureate
(certified copy not required)
- Certificate of de-enrolment
- Copy of passport or ID (front and back) and, if applicable, copy of residence permit
- Meaningful and clear proof of selection criterion 03, if applicable

Please note! Emails or email printouts are not considered valid proof of the information provided in your application.
Documents from your studies
- Proof of all previous periods of study (even if you did not actively participate in the programme), showing both the number of semesters and the respective duration of study (from-to)
- Current certificate of enrolment showing the number of university semesters
- Certificate(s) of de-enrolment from the university or universities where you are no longer enrolled
Applicants who are unable to submit a certificate for their first academic degree by the application deadline but have already been admitted to the final exam or final thesis may apply with a transcript of all academic achievements to date. The transcript of records must include the average grade achieved to date and the total number of credits earned.
Proof must also be provided that
- the applicant is in the final semester of the degree programme leading to the first academic degree,
- the applicant is admitted to the final exam or final thesis, and
- that the successful completion of the remaining exam(s) is expected in the current semester.
If you are already enrolled or have been enrolled at a German university in a degree programme related to your desired field of study, you are required to indicate these achievements in your application. If you are accepted, you will be placed in a higher semester within the scope of the degree programme cycle.
How to apply with a non-German Bachelor’s degree
Please read the application information below carefully.
Students with a non-German Bachelor’s degree need to apply directly through uni assist e.V.. They are a certification office that supports German universities by converting foreign grades and degrees into their German equivalents. Once your application passes the check through uni assist, it will be transferred to our university for further processing. You must also apply via uni-assist if you have already obtained another Master's degree in Germany but obtained your Bachelor's degree at a non-German university.
Please note that uni assist charges a processing fee according to the number of applications you handed in.
